Scotland’s economy is at a crossroads. Social enterprises and other impact-led enterprises are already regenerating neighbourhoods, creating jobs, and leading the transition to a fairer, greener future. But too often, good legislation fails to translate into real-world impact in communities. That must change.

Our new manifesto – Building Wealth, Building Community – sets out bold yet achievable policies for Scotland’s future economy, including:

  • Renewed, long-term investment in Scotland’s world-renowned social enterprise ecosystem beyond 2026.
  • Public service reform that embeds social enterprises in designing and delivering vital services.
  • Ensuring public contracts prioritise community benefit and social impact, driving social value through procurement.
  • A green economy powered by communities
  • Ensuring every voice has equal value in Scotland’s economy.
  • Smarter regulation and impact measurement

With the Holyrood election in May 2026 fast approaching, it’s vital that politicians hear from the social economy. Social enterprises already generate nearly £3 billion for Scotland’s economy and employ over 90,000 people, but there is so much more potential.

This manifesto is about turning ambition into action – supporting bold, affordable, real-world policies that drive inclusive economic growth, create quality jobs, and deliver real change in communities across Scotland.

We’re urging all election candidates, political parties and policy-makers to:

  • Read and adopt the manifesto.
  • Recognise the lived experience of social enterprises as equal to professional expertise.
  • Commit to building a democratic, sustainable, and just economy where people and planet come first.
