NHS Scotland is one of the largest public sector buyers in the country, with significant potential to contribute to community wealth building through its procurement decisions. This session will explore how a Buy Social approach can move beyond cost and compliance to deliver wider social, economic and community benefits.
Through a mix of real-life examples, system insight and interactive discussion, participants will consider how procurement can be used more intentionally to support social enterprises, strengthen local economies, and deliver meaningful social value.

Will Bain , CEO (he/him)
Will is the CEO of Scran Academy. He has extensive experience across catering Social Enterprises in Edinburgh, as well as a long history working as a chef and food professional in the private sector.
He believes food and cooking have enormous potential for positive change across society, and sees Social Enterprise as a key driver to achieve that.
Scran Academy
Scran Academy is a Youth Work catering Social Enterprise supporting young people to gain the skills and confidence to become leaders in their own lives.
Scran delivers youth-led education and employment programmes via a busy food truck and two cafes in NHS sites across Edinburgh, offering young people meaningful learning and work experiences in real-life settings.
Roy O’Kane, CEO (he/him)
Roy O’Kane FRSA is the founder and Chief Executive Officer of Kanzen for Life – a social enterprise charity committed to building better lives and empowering communities. Roy is passionate about system change and social enterprise, believing change from the ground up is needed to build a better society. He has served as director on several charities and social enterprises and is also a Board Member of WUKF World Karate.
Kanzen for Life
Kanzen for Life is a social enterprise charity committed to building better lives and empowering communities. The organisation uses movement, human connection and education to promote life skills and wider wellbeing. Starting as a Karate club in 2009, Kanzen for Life works with over 2000 people every week in Tayside and is also a recognised United Nations Partner.
Leanne Lyons, National Procurement Programme Manager (she/her)
Leanne joined Public Services Delivery Scotland in 2013 after fourteen years in the private sector, gaining end-to-end supply chain experience. She is now a Programme Manager in Governance and Sustainable Procurement within NHS Scotland’s National Procurement function, supporting collaboration across Health Boards. Leanne leads Anchors Procurement and PCIP, driving inclusive economic growth, fair work, and continuous improvement across NHS Scotland.
Public Services Delivery Scotland (PSD Scotland)
Public Services Delivery Scotland (PSD Scotland) is a statutory public body that officially launched on April 1, 2026, to drive transformation across Scotland’s health, care, and wider public services. It was established by uniting NHS Education for Scotland (NES) and NHS National Services Scotland (NSS) into a single national organisation.
